{"id":4448,"date":"2020-12-14T10:49:33","date_gmt":"2020-12-14T12:49:33","guid":{"rendered":"http:\/\/congressoecoenergy.com.br\/?p=4448"},"modified":"2020-12-14T10:59:43","modified_gmt":"2020-12-14T12:59:43","slug":"camara-aprova-urgencia-para-projeto-que-beneficia-telhados-solares","status":"publish","type":"post","link":"https:\/\/congressoecoenergy.com.br\/en\/camara-aprova-urgencia-para-projeto-que-beneficia-telhados-solares\/","title":{"rendered":"C\u00e2mara aprova urg\u00eancia para projeto que beneficia \u201ctelhados solares\u201d"},"content":{"rendered":"<p class=\"article-subtitle\">A movimenta\u00e7\u00e3o em torno da mat\u00e9ria, que abre caminho para que ela possa ser eventualmente votada nas pr\u00f3ximas sess\u00f5es pelos deputados em plen\u00e1rio<\/p>\n<p>&nbsp;<\/p>\n<p>A\u00a0<a href=\"https:\/\/exame.com\/noticias-sobre\/camara-dos-deputados\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>C\u00e2mara dos Deputados<\/strong><\/a>\u00a0aprovou na noite de ter\u00e7a-feira regime de urg\u00eancia para um<strong>\u00a0projeto de lei<\/strong>\u00a0que garante benef\u00edcios a consumidores que utilizarem sistemas de gera\u00e7\u00e3o distribu\u00edda de energia, que geralmente envolvem a instala\u00e7\u00e3o de placas solares em telhados de casas e com\u00e9rcios ou em terrenos.<\/p>\n<p>A movimenta\u00e7\u00e3o em torno da mat\u00e9ria, que abre caminho para que ela possa ser eventualmente votada nas pr\u00f3ximas sess\u00f5es pelos deputados em plen\u00e1rio, vem ap\u00f3s determina\u00e7\u00f5es recentes do Tribunal de Contas da Uni\u00e3o (<strong>TCU<\/strong>) para a revis\u00e3o de incentivos concedidos \u00e0 tecnologia.<\/p>\n<p>O TCU havia determinado, em sess\u00e3o no m\u00eas passado, que a Ag\u00eancia Nacional de Energia El\u00e9trica (Aneel) deveria apresentar em 90 dias um plano com a\u00e7\u00f5es para encerrar o que considerou \u201csubs\u00eddios cruzados\u201d no apoio \u00e0s instala\u00e7\u00f5es de gera\u00e7\u00e3o distribu\u00edda (GD).<\/p>\n<p>A corte entendeu que consumidores que n\u00e3o utilizam os sistemas de GD acabam onerados pelos incentivos concedidos \u00e0 tecnologia \u2013 os consumidores que instalam esses sistemas podem abater toda a produ\u00e7\u00e3o das placas solares de suas contas de luz.<\/p>\n<p>A pr\u00f3pria Ag\u00eancia Nacional de Energia El\u00e9trica (<strong>Aneel<\/strong>) j\u00e1 havia apontado argumentos na mesma dire\u00e7\u00e3o no ano passado, quando pretendia revisar os incentivos, mas recuou ap\u00f3s cr\u00edticas do presidente J<strong>air Bolsonaro<\/strong>\u00a0e de pol\u00edticos \u00e0s poss\u00edveis mudan\u00e7as.<\/p>\n<p>O projeto de lei sobre o tema que a C\u00e2mara agora apreciar\u00e1 em urg\u00eancia prev\u00ea que consumidores com sistemas de GD ter\u00e3o desconto de 100% em encargos e tarifas pelo uso dos sistemas de transmiss\u00e3o e de distribui\u00e7\u00e3o. A mat\u00e9ria foi proposta pelo deputado Silas C\u00e2mara (Republicanos-AM), presidente da Comiss\u00e3o de Minas e Energia da C\u00e2mara.<\/p>\n<p>O uso da tecnologia de gera\u00e7\u00e3o distribu\u00edda tem crescido rapidamente no Brasil desde o in\u00edcio dos incentivos concedidos pela Aneel.
